Innovation Clusters as an Interaction of Business and Science. Germany’s Experience

Abstract:

In the century of high technologies, the countries have to compete in production of knowledgeintensive items and creation of unique technologies. This dictates the need to transform economy in a way, when science dominates and closely cooperates with business. Due to this cooperation brand new products with unique characteristics appear in a market and bring their producers competitive advantages. In the new conditions the set of tools for stimulating innovative development should be changed as well. The paper reveals the specifics of clusters used in national innovation policies as a tool to spur innovations. The author examines programs and measures of support of high-tech clusters in Germany, a country that succeeded in implementation of a high-tech development strategy as well as their peculiarities and influence on innovation at macro- and micro-level. As a result of the research, the author arrives to the conclusion that it is possible to adopt positive experience of Germany to encourage innovation by cooperation of science and business in clusters in Russia.
